Listing Balancer Token (BAL) on VNDC Wallet

VNDC officially lists Balancer Token (BAL) on VNDC Wallet from September 12th. After BAL is added, users can perform the following features with BAL:

Off-chain transactions: Send, receive BAL with other users on the same system.
Exchange: Swap from VNDC to BAL and vice versa.
